Transfer of Utilities

This guide outlines the responsibilities and required documentation for ensuring a smooth transfer of utilities when a new tenant moves into your property in Cyprus.

Utilities Overview

The two utilities that must be transferred into the tenant’s name are:

  • Electricity: Electricity Authority of Cyprus (EAC)
  • Water: Local Water Board (EOA)

Transfers should be completed by the tenant within 1–3 business days of the move-in date.

Landlord Responsibilities Before Handover

Provide Required Documentation

To enable the tenant to transfer utilities, the landlord must provide:

  • Signed Lease Agreement
  • Municipality Tax Clearance (required for water transfer)
  • Company Certificate (if the landlord is a company)
  • Power of Attorney (if the landlord cannot attend the EOA office when required)

Ensure Accurate Meter Readings

On the day of handover:

  • Record electricity and water meter readings
  • Take clear, timestamped photos
  • Share copies with the tenant and keep them for your records

This protects both parties from billing disputes.

Water Account Transfer (EOA)

Documents the Tenant Will Need

  • Lease Agreement
  • Passport or Identity Card
  • Municipality Tax Clearance (provided by landlord)
  • Company Certificate (if applicable)
  • Power of Attorney (if landlord cannot attend)
  • Photo of the water meter
  • €300 refundable deposit

Landlord Notes

  • Some municipalities require the landlord to be present or provide a Power of Attorney.
  • Ensure all outstanding water bills are settled before the tenant applies for transfer.

Electricity Account Transfer (EAC)

Documents the Tenant Will Need

  • Lease Agreement
  • Passport or Identity Card
  • Company documents (if applicable)
  • Deposit: €300 for EU citizens
  • Deposit: €350 for non-EU citizens

Landlord Notes

  • The landlord does not need to attend the EAC office.
  • Ensure the previous electricity account is closed or transferred out of your name before the new tenant applies.

Recommended Handover Procedure

  1. Schedule the handover and meet the tenant at the property.
  2. Record meter readings together and take photos.
  3. Provide the tenant with all required documents.
  4. Remind the tenant to complete transfers within 1–3 business days.
  5. Request confirmation once transfers are completed.

Confirmation of Utility Transfer

It is recommended that landlords request:

  • A copy of the new EAC and EOA contracts, or
  • Written confirmation from the tenant that transfers have been completed

This ensures the landlord is no longer financially responsible for utility usage.

Notes & Additional Recommendations

  • Keep digital copies of all documents for future reference.
  • Encourage tenants to set up direct debit to avoid missed payments.
  • For furnished rentals, consider providing a printed handover pack.
